International development not-for-profit organization with a focus on private sector growth, is seeking a well-organized, highly motivated recruiting manager. Under the direction of vice president, the recruiting manager oversees, directs and manages the entire recruitment process for proposals, projects and home office positions. Manager will recruit talent at all levels; develop creative sourcing techniques; manage relationships; develop and execute highly effective best practice sourcing; and maintain recruitment/contact management system.
Duties and Responsibilities
The recruiting manager will:
Support collaboratively proposal leads and program managers on their recruitment needs on proposal, project and home office recruitment
Perform full, life-cycle recruitment for proposals, projects and home office positions
Recruit U.S., international and local country experts and volunteer experts for long or short-term consultancies or volunteer assignments
Network among peer firms, sectoral experts and project directors, i.e., chiefs of party, to build pipeline of candidates for new business efforts
Maintain relationship with high-quality, in demand consultants and COP
Manage recruitment at industry events and job fairs
Help organization transition from existing Lotus Notes database to a new recruitment database/candidate management tracking system that will comply with U.S. federal guidelines and best practices
Maintain database following transition
Minimum Requirements
3-7 years of progressive experience with a non profit or for profit contractor implementing international development programs for bilateral or multilateral donors.
3 years recruitment experience with at least 1 year of USAID program recruiting experience.
Experience in private sector development programs preferred.
Undergraduate degree
Experience contributing staffing inputs in RFPs or RFAs
Understanding of USAID or other donor procurement processes and regulations, including allowances under U.S. contracts
Strong writing, information management and research skills, with very strong attention to detail
Ability to capture processes in manuals and guidelines
Strong organizational, communications and interpersonal skills
Ability to work as part of a team, prioritize work, and handle multiple tasks under tight deadlines
Fluency in English required and one other foreign language desirable.
Willingness to travel, approximately 10 percent of the time.
High level proficiency in MS-Office applications and databases.
Experience with general organizational human resources needs is welcome.
